I am trying to figure out how much bandwidth my cellphone is using on a wireless network connection. Would it be the normal 4.5 GB/hr or would it be the mobile 2.7 GB/hr?

It depends a lot on the specifics.
If by 'Wireless Network Connection' you mean regular WiFi, Stadia will try to stream at the best quality possible, so could hypothetically use the whole 20 GB/h if you had a 4k phone.
However, if you mean a metered, pay per usage style network, like a 3G/4G/5G plan that you may have with your carrier, Stadia will only stream up to that 720p, 2.7GB/hr level. However, Stadia can only do this if it knows you are on a metered network. You can tell when Stadia knows this, when the usual Play button looks like this
Depending on your phone manufacturer, most devices can set WiFi networks to be treated like metered ones, if this is something you are looking for.
