Lately I've been playing a couple games on Stadia with people on Xbox and the experience is okay...when I play on my laptop because I can run Discord and Stadia at the same time through the same set of headphones. However, when using the ChromeCast Ultra for Stadia (which would be preferred) poses a problem as you can't run any other apps on the Ultra. This may be solved with updates to ChromeCast with Google TV...but I wouldn't hold my breath considering Stadia isn't even supported yet. (I have side-loaded both apps to test and it doesn't work at all)
I believe I have a great suggestion that would solve this issue with ease. Similar to how we can stream the audio to the controller, I think having the option to run audio through your phone (or any Stadia capable device) would be the perfect way to aid this issue. Have the video sent to the ChromeCast and have the audio sent to your phone so you can use whatever cross-chat platform you'd like. This way you could have the game audio and the chat audio running through the same headphones, and it would be a much simpler solution than what I've seen online.

Some games already should support voicechat ingame like Division 2 but I see where you are getting at.
Sounds like a cool solution (if possible), you should send this feedback to the Stadia Team by using the Feedback option within the app or stadia.com.
For me I ask people who play on the pc to join Stadia to use the free voicechat.
But then again you need to convince people to create a free Stadia account.
