Sounds like an issue with an extension perhaps?
Something that stops you from using basic features. Try opening in incognito and se if that works.
If it does, it's an extension.
If that doesn't help, try reinstalling a stable version of chrome.
You can sync all settings etc. so you won't loose a thing!
