I am experiencing network stability problem using Stadia and I need some. I'm sure that's the best place to expose what I've tried so far.

All thoses tests let me think that Stadia is somehow flanged, but only by my computer, but I don't know what to do more.
Anyone have an idea ? If you need further information, no problem, just ask.

What I know, kaspersky installs services that affect the network
therefore it can be out if you uninstall kaspersky everything works wonderfully
Unfortunately, I can't tell you how to get Stadia to run with Kaspersky
As I said in the YouTube forum, we always have problems with Kaspersky and the video upload e.g.

Check your network stability : try launching cmd.exe, ping stadia.google.com -t, if you have less than ~20ms constantly with no drop at 2000ms then your connexion is "stable". (note that it's not necessary stadia.google.com that communicate with your router once the game start, so don't make rules on this domain, it will not change anything)
Then do the Stadia's official speedtest here https://projectstream.google.com/speedtest to check if you have a powerfull enough connexion for Stadia.
Don't forget to open Stadia ports (range 44700 - 44899 (TCP and UDP)).
If your connexion is great and stable, ports open, then it's probably another thing, and it seems like @defischerrockt was right ! It's probably your firewall / anti-virus that is restricting your network. Once I uninstalled Kaspersky, everything works well.

From the YouTube forum I like to know that there are problems with Kaspersky, e.g. when uploading a video
Unfortunately, it is not enough to deactivate Kaspersky, you have to uninstall it completely
Could you please test that

Sadly I will not be able to try until tomorrow but I think that you're right, there's something to deal about Kaspersky. I've made a test (see below), I'll try to uninstall Kaspersky just to see.
At this moment I made Google Chrome a trusted application in Kaspersky and I've whitelisted every single port used by Stadia but it doesn't change anything.
So I've made a test : Waiting a couple of hours, disable entirely Kaspersky for 30 mins, and try to start Cyberpunk 2077 using Stadia on 1440p, VP9. It worked, no dropframe, no inputlag. After 30 mins, it continue to work. (maybe something to do with DNS, something ? But once the connexion is established with Kaspersky disabled, it works even after enabling Kaspersky back).
When I start Stadia for the first time with Kaspersky disabled it seems to works.

I'm having similar issues. As of two ago, I wasn't having any issues. Now it feels like I'm playing a PS4 version of the game. UGH.
