My internet speed (just checked with slow laptop without SSD) has 75MB per second and 14MB per second which should be enough to play stadia without stuttering.
I tried to play DIvision2 which is my favorite game... and swear of god.. i cant even clear one section of enemies because i cant see even moving.. just stutter soo so much. It was literally unplayable..
So annoying and disappointed.

Your experience will depend on the quality of your home network. Download and upload speeds are important, but what is more important is to have a steady connection with no interruptions such as packet loss or interference on the network. If you are using wi-fi, please try switching to an ethernet cable. If you cannot switch from wi-fi to wired, ensure that you are close to the network access point. Another tip would be to try configuring your wireless router to broadcast in 5GHz instead of 2.4GHz, as the latter is often congested from other nearby networks.
