No matter what I try I can't get the Stadia Controller to connect when trying to use Stadia on Chrome. I have tried using both WiFi and wired connections.
The wireless code seems to be accepted by the controller, and the white light goes solid. However, there is no actual link when I start a game. Is there a way to fix this?
That's strange since entering the pairing code in connects the controller directly to Stadia and it doesn't really have anything to do with your laptop at that point. Are you putting the button combination shown on stadia.com right after you turn the controller on and it vibrates after you've entered it?
Yes, the controller appear to connect properly, vibrates and the lightly is solidly on.

Did you try to hard reset your controller?

Had a issue with 1 of my controllers fixed this way. Also try setting it up an your phone as it also updates to the latest firmware if available.
