So I bought Stadia almost a year ago and Red Dead Redemption 2 with it just as a neet gimmick. I just have one massive issue with it: the video quality outright sucks compared to just playing it on your own pc. The game is blurry, abnormally low res and yes I have tried literally everything for months. I've tried forcing VP9, using Microsoft Edge, changed the Stadia settings and so on. No matter what I do the game is just low quality. And no... it's not my internet that's the problem. The game also has some weird jitter lag to it.
(Btw I'm running it on my 1440p monitor.)
(Don't mind it being in danish.)

I'd hate to buy RDR2 on Steam and never use Stadia again. I just want a fix.

The most important thing influencing the quality of your stream is your connection, so ensuring that you are doing everything possible to maintain a steady connection at a bit rate high enough to support 4K will go a long way to help your situation.

If it looks washed it seems like VP9 was not working correctly.
Did you try Stadia Enhanced (unofficial plugin)?
With this you can force VP9 and the resolution.
This is sadly one of the many things that doesn't seem to work for me. Changing the resolution options and forcing VP9 with Stadia Enhanced had zero effect. Nothing seemed to happen at all when I used it, and it was all in spanish. Idk if there's something I can do to make Stadia Enhanced work correctly, but I couldn't even change the language. Is there possibly a setup for Stadia Enhanced I missed somehow?

Sorry if I'm a bit late but, I play on PC, wired connection and not really any internet problems. I only seem to notice this "problem" on my PC / other PCs and not on e.g. my phone. But I guess it's just because the screen is too small to notice.
(Btw I'll keep supporting Stadia on mobile since I absolutely love the new on-screen controls.)
I have the same problem with other games, they are very blurry on browser, but they looks very good on Chromecast Ultra.
Investigating online I saw it is an old and common problem, so I would say they have no particular intention in fixing it (a discussion of people complaining about it was dated april 2020 and nothing has changed since then, at least for me). I have also contacted support several times, but the only thing I was told is "server are overloaded" or "check your internet connection". Very helpful.
I was able to play with a good graphic on my 1080p monitor with this workaround: using "Stadia Enhanced" to force 4k resolution. But it is weird that I have to force 4k transmission to finally have 1080p (native resolution) on my monitor. Moreover, this works only if you are a Pro member (I did this in my trial month).
I am not willing to pay a monthly subscription for 4k resolution just to obtain the 1080p I should have granted as free stadia user. But if you are a Pro user try forcing resolution to maximum (2160p, with Stadia Enhanced) and see what happens.

I have the same washout effect as you but from AC -Odyssey from my 1440p monitor on CCU with pro account wired 100mbps., help chat blame it being 1440p not supported but only 4k and 1080p ... have tried stadia enhanced in chrome browser and VP9 forced 1440p resolution which is awesome and exactly what I it should be graphic wise however its unplayable due to lag and stutter.
If it lags a lot. Like a second or even more then your computer most likely can't decode the stream fast enough. Either it's doing software decoding or the hardware decoding is too slow.
Bad visuals with artifacts = bad network
Good visuals with lots of lag = weak cpu/hardware decoding
I have the same problem since a few.days now.
The image quali ty is suddenly getting worse for no apparent reason. The image looks like a 240p video. Sometimes controller response is lagging, too. But sometimes controller response is working without any lag.
I am experiencing this problem with Little Nightmares II, Cyberpunk and Journey to the Savage Planet.
My PC has quite some power, so I think this shouldn't be a decoding issue: Ryzen 3700+, 1660Ti, 32 GB RAM, SSD.
