Just as a bit of a preface to this, I have the Stadia app sideloaded on my ChromecastTV where my controller works perfectly. It experiences a lot more lag though, and the quality isn't as good as it is on my desktop which is why I'm trying to play there.
The L3/R3 button is pretty important for me because when playing offense on Madden, that is the button that allows you to throw away the ball. Without those buttons, I just have to eat absolutely brutal sacks.
A little about what I'm playing on... I'm using a wireless Xbox One Controller (no clue how to make it wired), latest version of Chrome (Version 90.0.4430.93), and a Mac Mini (High Sierra is the most up to date I can get it).
Everything on the controller works great on desktop, except those buttons. Everything in general works on my sideloaded ChromecastTV app. Any ideas why my desktop version is having issues knowing those buttons exist?
I am having the exact same issues on MacOS Big Sur.

You should probably contact Stadia Support directly. They would probably fix it.
Another solution is to use XOutput Software.
It will permit you to map your controller's buttons into keyboard key (like xPadder or thoses kind of softwares). This should works.
