2. Checked various similar games on Сhromecast and TV via the controller. Everything is fine. Of course, through the WIFI network.
3. Various games have been tested on the laptop. The launch was carried out both through Google Chrome and through a separate application. Cleared the cache first. Also ran through incognito mode. The problem remained.
4. Running on another laptop with the same connections and with the same operating system (Windows) showed that everything is fine and working.
Conclusion. It's a laptop-specific issue. Something is wrong with his settings. Maybe some app is interfering. Firewalls are all disabled. Antivirus software too. I'll figure out what's stopping it.
If I have this kind of problems I restart my PC and router. After that it works again for me.

@Crom You shouldn't have to restart PC, but restarting modem and router usually helps from time to time to flush the connection. I honestly don't know the full technical details, but I also found that helpful sometimes.
