I have an account on ubisoft+ (birthday filled), and Stadia is linked to this account (it is visible on ubisoft account). But when trying to start ubisoft+ on app and in browser I allways get the same error message :Het abonnement kan momenteel niet worden gestart: CM-UPP-01." which translate to the subscription cannot be started at the moment: CM-UPP-01". I have informed ubisoft, but they said everything is ok on their side, I had contact with google but they only mentioned checking the birthday on both accounts (they are the same). The Netherlands isn't a supported country yet.
Not sure you are Dutch or Belgium, but only Belgium is supported. For more information check THIS blog post.
If it's the case you are from The Netherlands I am afraid you have to wait for support. ![]()

Looks like something is not working as intended.
Best thing you can do for now is trying to contact Stadia Support chat and/or Ubisoft support.

I contacted Ubisoft Support but I'm quite unhappy with their answers.
Contacted Ubisoft seems like I should have known, living in Belgium (dutch speaking part) that I had to buy my Ubisoft+ subscription on the French store. (that combination seems to work with Stadia). (Nowhere mentionned on the Ubisoft+ site)
They can't change my subscription to the to their answer 'correct store' neither are they willing to refund me the €14,99 that I paid for Ubisoft+. They're fencing with the terms& conditions of Ubisoft+ were is stated that the subscription is non refundable.
I'd agree with them when Ubisoft+ would be working like intended, but when their service is failing to deliver a full refund would be the only logic commercial gesture.

Sorry to hear you are not getting it resolved right away.
I've been on-and-off with Ubi support for nearly a full month myself now with the same issue.
Stadia is 'still looking into it' and Ubisoft hasn't been in touch in over two weeks other to let me know that 'even though the subscription isn't working for you in any way, we still can't extend it for you until we get it resolved nor can we reimburse you'.
I've just sent them this thread since this is the first I've heard about the issue being living in Flanders (hi!) to follow up and see if they can verify.
If so, they have to find a way to fix this - can't legally sell a service in Belgium that only works in Wallonia without disclosing that...
I have found the solution for those who haven't lost patience. You need to cancel your ubisoft+ subscription, then resubscribe through Stadia after the remaining time on your subscription has expired. This solves the problem. It would appear that the subscription is managed through stadia then, with payment through Google. Afterwards on checking the ubisoft store website, I do not see an active subscription. However, I can confirm through the ubisoft connect software that the subscription is also accessible on PC. Hope this helps. Clearly linking existing subscriptions does not work as intended.

Ubisoft is lacking in the customer care department big time not being able to totally cancel or to adapt/transfer these subscriptions. And as long as Ubisoft+ cloud gaming is kinda beta providing a refund for a service you're not able to use, especially for those who only intend to use Ubisoft+ in conjunction with Stadia.
Being in Belgium and subscribing 'the regular way' I ended up with an Ubisoft+ subscription that doesn't include cloud gaming.
I agree, I had the same problem (also in Belgium). I just gave that information to help people that want to try out Ubisoft+ with Stadia, because it's quite clear that both Ubisoft and Stadia support are not able to provide meaningful assistance. I have a support case open for more than a month for this with no response.
Hopefully the message gets through to Google @ChrisFromGoogle , and they at least adapt their help website to stop claiming that existing Ubisoft+ subscriptions can be linked with Stadia, because at least in Belgium, that is not the case for a lot of people and it's costing users money.
