my son (11 years old) now have his own google/stadia account. Before he got his own account he bought Destiny 2 and the comming DLC Beyond light on my Stadia account . Can I transfer that game to his Stadia account or is the game locked to my Stadia account?

at the moment the games are bound to the account they were purchased with. You can't transfer games to another account.
What we (the community) are waiting for at the moment is the "Family Sharing" that Google announced in 2019 (for "early" 2020). Family sharing would allow you to share Stadia Pro as far as I think (not confirmed), so I guess you would be able to share at least the subscription within your Google family (that you need to create before). I have no idea if game-sharing will be possible then too with family sharing, I doubt this, but we don't have any official information about it.
But as there are no information when family sharing is exactly coming for Stadia, your son would either need to play on your Stadia account (which has Destiny 2) or he needs to purchase it again for his own account. These are the options you have at the moment.

I think that Stadia Family Sharing will be released in 2020, but now you can't "send" any games to other account.
