Stadia could have a free to play games running at 720p and highly optimized
It could sell itself with items at 1080p resolution (battle pass) and PRO subscribers would have the game in 4K
The game could be a competitive one that didn't need much precision
with that the game could be played between PC, Mobile and TV, all against all ( only Stadia )
(something like a battle royale hack and slash)

remembering that battle royale games like pubg on stadia player who is on the pc with keyboard and mouse does not play with whoever is using control
IMO, its not a good idea, no one would pay ever who played anything on a phone or tablet as 720p is amazing there. No company is going to give away their content like that. Plus again, Stadia is a platform, not a developer, no developer is going to care of this regard.
Google created its own Studios for Stadia
This to create exclusive Stadia games
And the Platform needs games, and needs to bet on various tactics to get fans
and free to play games are sometimes cheaper than AAA games to produce!

and it looks like Google is already on it, rumor has it that Stadia's bomberman will be free to play!
@Henrique I have a hard time seeing how Stadia makes a profit if the barrier to entry is $0 and they give you free games. There's a potiental where Stadia will make $0 from a customer playing with cloud gaming (which has a cost) and there's 0 investment back from the user.
Xbox, PS, and Nintendo have free games, sure, but they require a hardware purchase which is an investment.
Remember free to play has been a new way to publish games in recent years for a reason. It bosters free advertivement from the 85 percent that does play the games and the 10 or 15% that due spend money on the free to play games make up for the rest that don't. That is what mcro tranactions brings to the table.
