I have noted my previous attempt to gain information was deleted, possibly due to it being in the wrong section.
I am trying to implement Stadia into the UK military by the creation of dedicated terminal accounts to act as a welfare feature for serving personnel accross multiple units, not just restricted to the UK. I have been trying to contact Stadia since 27 Nov 19 to obtain permission since it says within the current terms of service:

Now everytime I spoke with Google they insist that is a Stadia team decision. When speaking with Stadia support they provide an email address that fails to answer emails (the NBD one) yet keeps telling me to wait for a reply as its not their decision. So I would like to take a differnt apporach. Who do I need to speak to that deals with accounts that breach the Terms of Service?
The organisation that I am part of has already secured and operating with other services, to further promote gaming within the military. For those members that are currently serving in the military and maybe curious RAFVGEA has information. On a side note if anyone is a serving member of any military that has an esports division please contact me in the view to arrange friendly competitions.
I am a founder and love what Stadia offers and believe it can be an invaluable system to provide welfare on multiple bases. For example most new people on units live in rooms where the existing military wifi options are suited for web browsing and struggle with stuff beyond youtube. Vast majority are gamers given the chance, so what I am to do is create a dedicated account for terminals on multiple units that serving members can access and play due to better broadband connection. Dedicated account that can be used by all on the unit helps reduce the risk of someone leaving their personal account logged on. It also increases the chance of attacting new Stadia members, when its explained that all they require is to buy the game and play on mobile data (experimental I know).
So please I am asking for assistance to track down who grants the permission mentioned in the Terms of service, or which team deals with the banning of accounts that breach the ToS.

Thank you for your response, I have given them another attempt however this time I have asked them to email on my behalf so they can see the distinct lack of response. It is just a shame really, I was hoping to get some inclusion of Stadia for world esports day next week whilst we work with the British Esports association, various military and professional content providers.
At this stage I did not realise how difficult it was to gain permission for something they wrote in the ToS, that says its okay if you have that permission.
Looking at Google as whole: The way of communication from Stadia is a Google Thing. I am an marketeer. Getting a response about Google Ads, Analytics, My Business whatsoever is just as bad. Google doesnt care what you think as long as we all keep on using their stuff
I am trying to increase its usage and potentially motivate others to join. At the very least it would help provide welfare service for people and all I need is just an email saying that one account is authorised to be used on a set terminal on each unit by whoever uses the terminal.
As weird at it sounds it is good to hear that I am not alone in the cold shoulder front.
