If nothing helps, I would recommend to contact Stadia support as they might have more troubleshooting steps for you or they might even know if this is an issue. It could also be that your controller is defective and needs a replacement, but the support can better help you out with that.

Sounds like the wifi is your problem, as if its connecting / disconnecting, reconnecting disconnecting over and over
Are you using 5Ghz? Some routers try to smart choose 2.4 to 5ghz wireless connection... 5ghz is better, but the range is shorter, you might be in a dead spot or out of range and its disconnecting due to this... To debug, I would go in the router settings and turn off 5ghz radio altogether and go from there... I rujn on 2.4 and having no issues, so wouldnt worry too much about any service lost
Sounds it's having hardware issues.
Try to turn it off, and turn it on while holding the Y button, that should forget all the WiFi settings, then try to connect the WiFi you want to use Stadia in.
If it still disconnects, then it's a 100% hardware and you need to call google to see what they have for you
