My stadia controller was purchased for me as a gift by my wife who does not have a Google account. It was purchased via a Guest Order.
she has received an email saying the refund was attempted but as it’s an old card this has failed. We can’t see a way to change the card - the link in the email takes us to a Google login page and, as above, she doesn’t have a Google account.
how can we do this?!

That seems indeed a bit tricky, since atm the only way to provide an alternate payment method for failed refunds is to follow the link in the email and change it on pay.google.com, but you need to be logged in to do so.
Since as you say guest orders do not necessarily mean you have a Google account, there are two ways I see for you to solve it:
None of your options work!!!! No google support and I created a google account added payment method then clocked in link like you suggested IT DID NOT WORK. Google is a terrible company. I would NOT recommend anybody spend money with this company. amazon would never make customers go through all of this. Nothing is working and I’m entitled to my refund. Just because I purchased as a guest doesn’t mean I should go though all this hassle. Google is such a big company with NO SUPPORT! Every suggestion NEVER works. When will guest checkout customers get the help they need?? This is ridiculous. Google support doesn’t help either. 3 phone callls and 5 chats later still no resolution!!! Terrible service
None of the steps worked so now what?
The only thing for now you could do is probably wait, I could imagine Google is internally checking how refunds can be processed for guest orders.
But if there's no solution in your case by Jan 18, 2023, then you can also check with the Stadia team, since they are handling refund issues for Stadia, but they will not be able to magically make the refund appear. But if possible they may be able to escalate the issue somehow.
