So basically I'm not a parent, I'm just a regular hardcore gamer and I'm usually the target audience of Valve's steam, where I can share games with other adults through gifting games to them.
It seems family sharing is what I need but I'm not a parent.
Does it say in your Terms of Service that I have to be a parent to start a family sharing group? I intend to buy 2 copies of Saints Row 3 so I can play with a friend.

Short answer: No, you don't need to be a parent but if you wanna play with a friend who does not have their own money you have to own 2 copies in your family group account. If you have 2 friends who don't have money and wanna play with them you need to own 3 copies of the game etc.

If you are a adult your should be able to start a family. But please note if you share games you still need multiple copies of the game if you want to play the game at the same time.
So if you buy Saints Row with your account your only family members can play the game if nobody else is playing the game within the family.
