Says I have been refunded for a game over a week ago but the money has not reached my bank account on the card the refund was issued for.

You can first check yourself on pay.google.com if the refunds were actually successful. If they were, but you still haven't received anything, then Google recommends to first get in touch with your bank to see if they somehow got your money.
In case the refund is not successful, you would get an email from Google to ask you to provide an alternate payment method. And if the refund just takes very long, but doesn't arrive even though it's shown as refunded, you could also consider getting in touch with the Stadia team, but they are super busy right now, so it's not easy to get through. Technically it would be probably best to wait a bit longer then, because all refunds should be processed by Jan 18, 2023, so you could still give it a week or two more before reaching out to them.
