I am a Stadia Pro subscriber playing through my chrome browser on my desktop PC with a wired connection and a tested bandwidth of 751 Mbs download and 22 Mbs upload. I live in Ontario Canada and my ISP is Rogers.
While playing Destiny 2 over the past week or so I have noticed the image quality has been very poor. On top of this I have lagged out of the game multiple times per night. I tend to play after everyone else has gone to bed so there is nothing else in the house competing for the bandwidth.
Does anyone know if there is an issue, or something I can do to test/fix this problem? Is it possible that my ISP is throttling Stadia? They don't throttle any other streaming sites/apps like Netflix, Prime TV, etc.

It could possibly be either your ISP throttling the connection which you could verify by opening task manager (assuming you're on windows) and then look under network usage to see how much bandwidth is being utilised while you're playing the game or perhaps the issue lies on Google's end since you mention this has happened only recently over the past week. Has other games also been performing worse or is this only happening with Destiny 2?
You can also verify your network quality within the game. To see your connection status, press the Stadia button on your Stadia Controller while playing a game, then select Connection in the Stadia menu.

I experienced the lagout issues again tonight while I was testing my connection like you suggested. The Google Chrome network traffic never got about 12.5 Mbs, but was typically abour 3-4 Mbs
I then spent some time trying out Assassin's Creed Odyssey to see if it was specifically a Destiny 2 issue. Assassin's Creed suffered from the same poor quality image. Image artifacts, lossy text and just generally an unclear picture.
My next step is to attempt to connect via VPN to see if that will remedy the situation. But I am wary of VPN services for security purposes. If anyone knows of a VPN that can be trusted, please let me know.
