Hey, anyone know the rules for this?
I buy a game like f1, and it works. I play it. Then an update comes and the game is no longer playable. Fatal error.
So was this part of the purchase agreement? Or do I have a right to receive a refund? anyone know the rules regarding this?

Updates that break the experience are developer's responsibility and should be fixed. Unless they are completely unable to fix what they did is highly improbable that you may get a refund for an old game, think for example some online-only game that later in their lifecycle got the server shut down permanently.
Stadia offer full reimbursement for any game as long as you have the following requirement:
All the other situation can be discussed case by case with the support
or an imaginary example:
I buy a chessboard game. a premanent mandatory update comes 3 month later, turns out all the squares on the board are now white. and there is a version 2 of the game that can be bought where they are black and white squares.
are such things allowed in software?
