I Think lots of more people will pay stadia if you get access to sync your steam library with stadia. You could even get a higher cost premium tier to do this. I think this will increase the stadia users by a lot!

That sounds like the use model of a other cloud platform right now.  
Right now Stadia is like every other console. You have to buy the games for Stadia. And I don't think that is going to change anytime soon. 
But you can always leave your feedback to the Stadia team through the Feedback options within Stadia.
