I'm only getting 1280x720@60FPS. (checked using Stadia+ Chrome extension)
I'm playing using Desktop Chrome (89.0.4389.114) on a 1920x1080 144Hz monitor via DP (HDCP compliant).
I've tried forcing the resolution to 1080p; no change.
I've tried forcing the codec to H264; no change (it remained VP9).
Is JttSP limited to only 720p, or is there something wrong with my Chrome flags/settings?
Ok, found *a* solution, though not a very good one.
It appears that disabling Chrome hardware acceleration (either the settings option, or the related flags), causes Stadia to deliver only a 720p stream.
Stadia gives absolutely no warning of this fact/cause. This lack of warning needs fixing.
It's also sh*t that you have to install a 3rd party plugin to simply debug Stadia not behaving properly; these stream configuration & monitoring capabilities should all be integrated into the service!
Also, requiring hardware acceleration to be enabled isn't a very good solution when Chrome hardware acceleration doesn't play well with certain Twitch streams/codecs. (hence the reason it was disabled in the first place)
Google, fix your browser! A GTX 1070 with latest drivers & latest version of Win10 is not esoteric hardware!
Chrome should not have compatibility issues with such a mainstream configuration!

Actually, that shouldn't be and you shouldn't deactivate the hardware acceleration in Chrome either. Have you tried another game and see if you only get 720p there?
