@Greenhill Were you trying to play through the phone app? I tried pairing two Xbox One controllers to be used on Windows PC and it was working just fine.

Ok so chromecast cannot pair with bluetooth or even usb controllers?
We need two stadia controllers I assume?
Ah well. All the requirements are too confusing for me. I just give up trying to understand for now.
Cast only works with Stadia controller atm.
Just a quick update. I did get my second controller, and it is similar to how I suspected.
1) Boot up a chromecast
2) Open Stadia on your phone
3)Pair your controller by holding the Stadia button and doing the code
4)Open a game that allows 2 player and enter that mode.
I should add that Google is opaque about which games have local multiplayer. There is a line in the game details in the store, but it is not consistent. This is a place where the lack of games has me question the purchase (of a second controller, Stadia is amazing, and the perfect gaming system for me).
Thanks, I thought other controllers were also supported by the chromecast.
