It would be perfect to put servers in Brazil, because there are many streaming services used, people do not buy many powerful PCs, due to the import fees of the parts.

The biggest problem is that the Internet infrastructure in Brazil is pretty bad, if not directly horrible.
Fastest line you can get here in Rio is 200/50 and it's not even guaranteed (I have Vivo Fiber 200/50) and it sucks.
Latency is through the roof, which is bad for gaming
Just a followup here in 2021.
Still unfortunately no Stadia in Brazil, but at least Google has a data center in Sao Paolo. It should be possible to start up something..
