Google is a very interesting resource that makes it easy to migrate games from windows to Stadia, and it looks like it will explain it better on March 15th at the google game developers event, gamedevsummit 2022:

just like xbox did backwards compatibility between xbox one and xbox 360 since they had different hardware architectures !! so games had to have an abstraction camera to be compatible !!
Using this to have old Stadia compatible games would be great!!! maybe getting 500 games like that would be great!!
New games would be easier to be 100% compatible with Stadia, it's hard to port old games!! devs don't like to waste time modifying too many old games!
Yup, followed that talk too! it is really cool that a tool like that can be used! I hope that game developers/publishers will grab the opportunity!
