I have a family group set up and both accounts are in the group, but it doesn't show up in the other account. On the game page of the account where the game was purchased, I set family sharing to 'on'.
Is this a glitch of some sort?

can you check again this article in the Stadia helpcentre to see if you might missed a step while setting the family sharing up?
Usually you should both be in the family, then activate the family sharing and select if you want to share all games or not all games and if you want to only share a specific game, activate that game and then it should work.
Let us know when this didn't help.

If you tried all things best thing you can do is contact Stadia support to get help with your issue.
Back when this was first enabled (circa Nov 2020) the best advice was to set up your family group from scratch, then enable the sharing again. That seemed to solve the issue for some.
