Can 2 members in a family group both play the same online co-op game together? Or will both players have to purchase the game?

Across the whole family group you need to purchase the game twice to play the same game on two different account

@Scorpius members of the family will be able to play different games simultaneously, but won't be able to play the same game at the same time. For more details you can refer to the following article:

If you own the game and you want to play with another family member at the same time, you can either
1. Purchase another copy under the family member's account.
2. If the game is available through the Stadia Pro subscription, claim the game from there and let you or the other family member play using the claimed copy
