It seems many people in Canada are having this issue. Other games stream at 4k, but Cyberpunk just says restart game. Tried dozens of times restarting game... changing graphics settings... etc. Numerous threads on reddit with the same issue. Is this something that is being actively looked at or am I best returning the game and grabbing it on a different platform?

I'm having the exact same issue. I cannot game Cyberpunk 2077 to run in 4k, and this only affects Cyberpunk. I can run every other game in 4k no problem. This is happening to me on both CCU and Chrome. No matter how many time I reopen the game it never works. I don't know why i'm a pro subscriber at this point. The only reason I subscribed was to play Cyberpunk in 4k and I can't even do that.
I live in Southern Ontario, Canada in case it happens to be a regional issue.
This issue started for me as well. Sucks.. what's the solution as restarting game doesn't work I'm also wired in.. no wifi so it's really surprising.

MobileSyrup, a Canadian tech blog, has also been trying to reach Google about the issue as well.
This issue has been ongoing since release of the game. CD Projekt refuses to acknowledge or answer emails sent. The Stadia Support Staff keep insisting it the publisher issue.
Since there is no official statement they are basically screwing all the customers that brought this gamed day 1 and subscribed to Pro to play it at 4k.
I would suggest you don't support Stadia with any further purchases and cancel your Stadia Pro.
Stadia Support Staff is by far the worse customer service I have ever encountered.
