Just to make it clear all my other stadia games play at 4k. I contacted google support to see if I could get any help. Their response was a joke. I will post part of the conversation but in my opinion in no way should they be telling us after we purchase a game if we can't stream it at 4k to contact the publisher. The only reason any of us pays for Stadia Pro is to play the games at 4k. Support also stated their servers are fine and steaming at 4k.
Anyways this was a long chat but this is part of it:

So it seems that this is only apparent on Cyberpunk 2077. Let me check if we have any information regarding what's happening. Please give me 2 minutes.
Thank you for staying with me, we haven't received any reports regarding maintenance for Cyberpunk 2077. Normally our 4K streaming feature is available on games that allows this resolution. Since the issue is only happening on one game, I would suggest that you get in touch with the publisher to get further assistance.
Me: 1:16 AM
that makes no sense
why would the publisher authorize 4k stream that's stadia advertising 4k stream at Pro subscription
when you subscribe to stadia it says allow for 4k resolution
has nothing to do with publisher
Jared · 1:16 AM
We do have 4K streaming available for Cyberpunk 2077. If you're able to stream other games in 4K, it would be isolated with Cyberpunk 2077 only and the publisher has access to their servers regarding settings. As on our end, all our data centers are running without any problems even in streaming 4K.
Me 1:19 AM
you already know there is no way in hell i am getting in contact with cyberpunk 2077
so what you saying is don't subscribe to pro 4k cause it's a lie?
this is stadia issue.

I would recommend reaching out to DC Projeckt Red for more information and help regarding their game since they would have the tools as well as access to their servers. You can use the link below in reaching out to CD Projekt Red.
https://support.cdprojektred.com/en/cyberpunk/stadia
FYI the link leads to nothing but a generic help search and forum. I was also told that a specialist would look into the issue and get back to me in 48 hours. I didn't receive any email with a ticket number or anything so in 48 hours let you all know if I got an answer.
Two one hour waits and emails and pictures exchanged with stadia chat “support”. And they are not sure what the problem is. Could be too many players or bad port according to support. Too many players? I’m paying for a gaming service not food delivery service. A day or two of issues I would understand but this long with no resolution from Google is ridiculous. Admit you have a problem already instead of pumping how good its is for everyone online For some people it is working great But not everyone be truthful
P.S I’m no genius but the same port would be running on all servers correct? So why is it only certain geographical locations experiencing the problem? Hmmm. I definitely believe they are throttling the servers for another issue other then stadia. Probably an issue with everyone doing everything online from home on Googles other services pushing their servers to the max. But what do I know.
Was contacted by phone. Developer issue. Contact developer or request refund. Of note was the rooster making noise in the background during the call. Weird. Repeated that it was not a stadia problem. Too many players on server. I asked who owned the server. Crickets. I asked who I bought the game from. Crickets. I asked who I pay a monthly fee to to play @ 4K. Crickets. Replied it’s just one game not working. Alrighty then.
1.05 patch has no effect. Doom Eternal 35MB/S. Destiny 2 35MB/S. Cyberpunk 11 MB/S. Why Google?

I have lost hope that this issue will be resolved. Incompetent people work at Stadia Support Chat and As of now CD Projekt still has not responded to any of my emails for help.
Lasst official response is that I need to contact developer. Isn’t that their job. I paid stadia for the game not the developer and my receipt shows as much. Disappointed.
Thanks for testing everything out and letting us know about the issue. Since the issue is only happening on Cyberpunk, please contact the game developers to report the issue you're having so that they can send us a fix as soon as possible.
lol
It just bad customer service on Stadia part they could of easily tried contacting publisher on our behalf have the problem fixed. They chose to piss off all the people affected by the issue.
I don't know why they are keeping silent considering it's a big issue for all the pro subscribers that can't play cyberpunk at 4k.
In my opinion it been almost 10 days. The issue is still not fixed. At this rate if they have any chance at retaining the customers affected by the 4k bug they would issue apology and grant 1 extra month free of pro.
use vpn then start game check connection, when it says 4k not supported close vpn and relaunch game 4k will work
From another user with the same problem. So it doesn’t support 4K now. Lol. But Stadia commenting on Twitter that it does. How ridiculous!
Funniest part is if I VPN Montreal I can play 4K HDR beautifully. Why does Stadia support have to lie. Lol. Not even a reply on their own forum. Lmao
Day 20
Still ongoing issue.
Even if this was a server issue 10 days later still not fixed. I hope they credit our Stadia Pro subscription.
Support said they'd get back to me by Monday. I am not hopeful I will actually hear back from them, but we'll see I guess.
Extremely frustrating that it's been 10 days and this is still an ongoing issue.
Update: They never got back to me lol
Everyone knows it's force throttling to 1080p. Stadia blaming the publisher is disgusting on their part they should be ashamed with such tactics.
It would be nice if our "Community Managers" would actually interact with the community and maybe help us to get this issue looked at. Assure us that their team knows about this problem and are actively working on it. You know, just be a line of communication between the community and the Stadia team.
Between all topics made about this issue, there's well over 100 replies, yet we've heard nothing from our Community Managers. Why? Do they even read the forums? If they do they should probably say something, otherwise I don't know what the point of having them is. They just seem to post announcements and that's it. They never seem to actually speak to us or interact with the community directly in any meaningful way ![]()
December 23, 2020
Still No Fix or response from Stadia Team
Also No Response from CD Projekt - 3 emails in total.
So over 15 days.
It's going to be new years soon and this issue still hasn't been fix
I won't be subscribing to pro ever again.
Still an issue here. No help from support. I honestly might abandon this service. Their support team just deflects the issue. Latest support answer was to try playing at different times like maybe when I’m working or sleeping. Support calls the issue server “stock out”.
Hi @Zofo, can you confirm which region you are in when this happens?
@ChrisFromGoogle This is still an issue for me in Ontario, Canada. I still have an ongoing support case from back on December 12, 2020.
The fact that we have to remain a Pro Subscriber to even check if this issue is resolved is also kind of ridiculous...
They refunded me the cost of the game. Initially they threatened that I would have to return the CCU and controller that came with the preorder but that did not happen. Wise decision on their part let’s say.
@ChrisFromGoogle still no 4K on cyberpunk in Toronto,ON Canada since day 1 is there a fix in the works??
Ontario Canada here and still get the "reopen game" issue today. Like I've described here before, I still have to start up a new session with a Chicago area VPN on 4K-PC and then switch to CCU on a 4K TV to get the game session in 4K. It seems like Stadia's Toronto-area servers are not up to the task and they've never acknowledged or addressed it. I've put off finishing Cyberpunk for so long hoping that it'd eventually be fixed. It still isn't.
@JussinCase still having the issue?
Edit on August 12 2021: For the last few days it's been working. I hope this means that that's the last time I ever see the "reopen" for 4k issue.
Western Canada. All other games run 4K. Google has known about this issue for 4 months. Unacceptable.
