We had searched for help online with the only results being essentially this answer. Tl;dr, to buy a new phone. He has a choice; he can either spend time with support or play Steam games. I posted here in case my search was bad and if there was indeed a solution I had missed. It seems to be an issue only solved with time and patience.

There are some requirements that needs to be hit to make sure the buddy pass is working for your friend and then your friend can redeem the code as following:
Invite any friend or family member who lives in a supported region and who hasn’t already signed up for Stadia.
Your friend has 3 months from the day you receive the Buddy Pass code to redeem it.
If you share the code with multiple people, only the first person to redeem your code can sign up and get the Buddy Pass perks.
If you return your Founder's Edition for a refund before your friend redeems the code, your Buddy Pass will be cancelled.
Redeem the Buddy Pass invite code
To redeem your Buddy Pass code, you’ll need to have the Stadia app installed on your mobile device. You can download the Stadia app from the Google Play Store or Apple App Store.
As you can see, there is only the option to do it via the Stadia app at the moment, it's not working on PC. So your friend has either to take another phone (if possible) and try again or could try these steps to fix the Stadia app. Your friend could also try to contact Stadia support as they might have additional troubleshooting steps.
If the games are not claimable anymore regarding Stadia Pro, I guess it's bad luck for you and your friend then, but you could of course try to reach out to Stadia support if there is anything they can do, maybe they have the option to make an exception. But don't expect too much, I would guess that when an offer is gone there is no option to get an exception and you might only be able to wait for the next offer.

Just to add on, Tomb Raider The Definitive Edition has left Pro - all the rest and 2 more (another Tomb Raider and Thumper) in about 20 hours will all be claimable.
