Yeah that's a good question, many of us are still waiting for those games as well. I mean Stadia promised to launch in 2019 also Borderlands 3, Tom Clancy’s Ghost Recon: Breakpoint and Dragon Ball: Xenoverse 2.
Nobody knows though when exactly these will be released. Heard rumors already that borderlands 3 will be released on the 19th December (because they release the DLC there too), but this is nothing official, so it's just something I picked up. But basically they could be released at any time between today and the 31 December 2019.
Your game "The division 2" is not even on the planned gameslist of Stadia yet, so It might be that Stadia is having a talk with the developers and add that to a later time or that it's not planned at all for the moment. It might be a good idea to talk to the developers of The division 2 to ask if they plan to release that game on Stadia or also to leave feedback on stadia.google.com or in the Stadia app to make Stadia aware that you would love that game to be available.

Actually The Division 2 is on the confirmed gameslist on Stadia.
Borderlands 3 is live in the store and has a "Pro" discount, too.
