Luxembourg is a country situated between Germany, Belgium and France. In those countries
Stadia is available, like in most western european countries. I think somebody just overlooked Luxembourg when the particular agreements had to be made for copyright and all the legal things needed to make the service available for a particular country.
There is no contact address where I can write to, in order draw attention to this issue. This is not the first time that this happens. Microsoft did the same with Xbox Live Services back in 2006, despite having put its financial headquarters for Europe in our country, for tax advantages reasons.
Fun fact: Google is building a data center in Luxembourg in the next years.

I think best would be also if you leave this as feedback to Google so that they can assign your feedback to the right people. As you can't do this on Stadia directly without having an account, try to go to myaccount.google.com and then on the top right, select the "i" and choose "leave feedback".

It's really crazy that this keeps on happening.
Same on Netflix, sometimes we cannot see a series just because some obscure dutch channel no one knows it exists has bought the airing rights... ridiculous. Luxembourg is a Sovereign Country, Google please fix that
