no longer use/have a credit/debit card.
not going to get one for a refund.
is there anyway google could refund through banktransfer?

Google will first attempt anyway to repay you to the original payment method. Either that is successful, in which case you could check your statements or check with the bank or the refund will fail, in which case you'll get an email from Google with a link to provide an alternate payment method. Since the link will guide you to pay.google.com to solve a specific notification in that case, you would be able to choose another payment method for example from the payment methods you have added to pay.google.com.
So in your case you can first check which other payment methods you have added or can add to pay.google.com to see the options you would be able to choose in case the refund fails.
Banktransfer is not an option in most countries though, but if you're living in a country where PayPal is supported, maybe that would be an alternative. Did you try to add another payment method manually to pay.google.com (either in the "payment method" section or you can alternatively also add them on play.google.com) and then try again to click on the notification dot and select the newly added one? Does that work?
Ideal is connected and working on google play, but not on google pay where the refund is, its still only asking for debit/credit card.
