I have been getting charged twice a month for my subscription for the past four months. Just now noticed it on my bank statements. Who would I speak to about this issue?

Do you receive the receipt in your email two times? Did you have other Google account that could be subscribed to Stadia? If so, you should be able to disable the subscription from one of the email as for the article Manage or cancel your Stadia subscriptions
