Got issued my refunds but to my knowledge the cards they were refunded were to online banks that I closed out on
Is there any way I can still get my refund to the appropriate account

You can check with your bank in this case. If the refund went through successfully even though your bank account is inactive now, then the bank may have received the money. In case the refund is not successful, you would get an email from Google to ask you to provide an alternate payment method.

The credit card company is not responding to my requests, what is my next step? The other account was closed and they told me they have no record of the refund
Still haven't gotten a email or anything bank said the "credit" is sent back to Google and I haven't heard anything or got anything yet
I have the same problem and the funds have been there for over two weeks now. I spoke to my bank (Rabobank Netherlands) and they said as the credit card doesn't exist they can't see it in their system any more, Google should be able to request/cancel the transfer to get the refund back so it can be transferred to another card.
Over 3 weeks here and no emails ,bank can't see anything as that card hasn't been active in a long time but yet hasn't been denied. Google tells to call my bank. It's been such a pleasure to deal with so much incompetence
I have the same problem. Stadia refund to a credit card that no longer exists. Google shows "Refund Declined". I would like Google or Stadia please get in touch with me to solve my problem.

At least it was declined. You'll eventually get a email saying to give new card info. Mine was accepted even though my card has not been active and the bank can't do anything about it.
