Stadia says it charged me ten dollars this month but I am not sure if it really did but I don't have pro yet and this account of mine is actually bugged so is there even a solution to this kind of problem? Last month it took ten dollars from me without giving me the pro benefits but not sure about this month.

You should request a refund from Stadia support.

A potential solution could be to cancel your subscription, wait for it to run out, and then resubscribe.
if you can, please provide some information about what payment method you used, what device you subscribed from, etc.
