So I have a number of charges that say they were refunded. The card in question no longer exists. I thought the refunds would be declined, but apparently were not. Some refunds did decline while most of them say refunded, but the bank says that they didn't receive funds on the closed account.
Should I wait it out longer, or who should I talk to?
You would need to wait longer in this case @JTSmagic.
Either the funds will arrive at some point or the refund will be declined, in which case you will receive an email from Google with a link to pay.google.com to provide an alternate payment method for the failed refunds.
There's nothing else that you or the support can do in the meantime for you.

Still nothing, but waiting patiently.
I'm in the same situation, I'm waiting but patience always has limits.
I do not understand why the closure of a service that worked perfectly.
Going on 2 months here. Been a real hoot
There are only 8 days left until Stadia closes and I still don't have a refund.
Review the payments rejected by the bank, I have already spoken with my previous bank and they are automatically rejected if the account no longer exists.
Tell this to support and all they can tell you is to talk to your bank and that you'll get your refund. It's a absolute joke.
