I received an email saying my refund was processed but the form of payment used is no longer active and my financial institution still will not accept the refund.
My question is what my next step should be? I've reached out multiple times and can't get ahold of anybody. Have not received any email in any folder detailing the nature of my refund.
Any advice is appreciated!

You can check with your bank in this case. If the refund went through successfully even though your payment method is inactive/expired now (refund can still take up 3-5 days, sometimes even longer), then the bank may have received the money. In case the refund is not successful, you would get an email from Google to ask you to provide an alternate payment method. There's no timeframe though as to when you would receive the email, but you would only get one if the refund fails.
