Refund Declined, Also no longer have access to card

I have many refunds that say refunded but they all went to a card that I no longer have access to and I am no longer with that banking institution. I reached out to the bank and they told me that since there is no account that no money will be sent to them. I've noticed that it says that there are two items on my list that said "Refund Declined" but I have no idea what that means and have yet to see any follow up emails asking me to do anything with a new payment method or what is to happen next.

In that case most likely the refund will fail and then you'll get an email with instructions how to provide an alternate payment method. Can still take some days though, but since Google said refunds will be processed the latest until Jan 18, 2023, there's still some time left, so probably best in that case to wait and see if the email arrives.

About the "refund declined" message that you see, I am not sure what it means or why it was declined, but you can double check as well on pay.google.com if the status there does also show as refund declined.

Maybe it's also an idea to double check if these two items are not getting refunded because Google didn't state that you'll get a refund. They said "We will be offering refunds for all Stadia hardware purchases (Stadia Controller, Founder's Edition, Premiere Edition, and Play and Watch with Google TV packages) made through the Google Store and software transactions (games and add-on purchases) through the Stadia Store. Stadia Pro subscriptions are not eligible for a refund. However, you can continue playing your games in Pro without further charges until the final wind-down date."

Maybe that helps you a bit to narrow done the decline reason.

Ah that made it a bit more clear your picture. I have the same in my account for some purchases and the ones where it says "Refund declined" are the ones that failed to be refunded to the original payment method. So in that case you just need to wait for an email with a link to provide an alternate payment method (or keep an eye on pay.google.com for any notifications about failed refunds).

Once the alternate payment method is provided and the refund is successfully processed, the state would probably change to "Refunded" in pay.google.com.
