Can't upgrade to pro due to wrong country billing address

I live in Portugal, where Stadia is not supported. I had my VPN on set to Germany when I first registered to Stadia and now I can't upgrade to Pro because my billing address in the Google Pay window is set to Germany and I can't change it. What can I do to fix this?

Edit: My billing address is only set to Germany in Stadia. In my account information in Google it is correct.

this is more a Google Pay (process) question and not directly related to Stadia. Did you already contact the Pay support? (https://support.google.com/pay/?hl=de#topic=7625138)
