I have been billed on the wrong Stadia account, 4 months subscription that couldn't be accessed? How do I get this refunded or transferred to the correct account?

Best thing is to contact support about this issue.
You can request a refund within 14 days of your purchase if there is less than 2 hours of play time across all accounts (family and personal). Games may only be returned one time, so if you return a purchased game for a refund and subsequently re-purchase it, you will not be entitled to a refund. This refund is only available for purchased games, and not for add-on content or services.

@Lippy are you referring to Stadia Pro subscription? If yes then unfortunately it's not refundable. What you can do is cancel the Pro subscription on the wrong Stadia account so you won't get billed for future months, and activate the subscription on the correct Stadia account. You will not be able to transfer every games you claimed and/or purchased on the wrong account, but you can still claim all the Pro games that are currently still available on your correct account.
