I am unable to create the account, I always get error, when trying to sign up and create my username.
I relocated to Italy few months back and on Friday changed my account and billing information to Italy. I tried contacting support, but was told to try waiting 24 hours, but the error still prevails. It is same on PC and my mobile phone.
I do not use VPN, my IP adress is Italian, my google account is set to Italy as well as billing information which show my italian debit card. More than 48 hours passed since i made these updates.
Not sure what to do at this point.
Any advice will be helpful.

I guess your trying to sign up with the Stadia app, right?
If so, I would recommend to try to fix the app with these steps, as after 48 hours of waiting I assume that your move, etc. should have been recognized by the Google account or the Google payment systems. Try after each step again to sign up for Stadia.
If you have another device, I do also recommend to try to sign up on that one if needed. So for example if you are using iOS, try if it works with an Android-device.
Let us know if this doesn't solve the issue.

I tried creating the account both on PC [windows/chrome browser] and mobile phone [android app]. I tried clearing cache, restarting phone, alowing the app to access my location, even tried connecting through US VPN to see if that would work as i have seen it recommended here in similar case.
I contacted the support again, we will see if they find the reason or some workaround. ID:5-5720000030950

You noticed a Italian debitcard.
Maybe a creditcard or Paypal payment option is required?
Noticed some more strange errors while creating account and it had a payment option it couldn't use.
Creditcard is the only option while creating a account on Chrome.
If you have the app to create a account is uses your payment options within the playstore (assuming you are having a Android device), for now only creditcard and paypal is supported.
And one last question to verify, you are using a @Gmail.com account?
I had some strange errors while trying to create one with a Gsuite account which is not supported.
Did you ensure to have change the Country in Play Store (not just creating the account on the payments profile on pay.google.com) but opening Play Store > Menu > Account > Preferences > Countries and Profiles > Select Italy?
Exectly same issue tried on all the devices nothing helps.
I have the same issue here, undefined error when creating account. I can't suscribe !
