Gift a game or Stadia family play

Trying to find a way to have my friend in Germany play with me, but family plan seems to be region locked. I don't see a way to gift the game either. I have already purchased the product in question (outriders) but don't see a way to gift it to him either.

Stadia Family or Family group in google are Country locked. The only solution is to gift with a gift card on from Google Play (be aware that the card itself are locked by country as well) and there is some partner online that selling the card by country, and you'll receive the code to gift with the amount to purchase the game (like startselect.com).
