I got RDR2 and Stadia Pro as part of their anniversary sale though I haven't been using it since the quality on PC is really bad. The games look great on CCU and Nvidia Shield TV. I use a keyboard and mouse so I haven't used Stadia much since I got it. I have looked though the forum and the subreddit and found many, many, many people that have had similar issues with Stadia on Chrome since launch which makes me think there is an underlying issue that they are just unable to fix.

Problem: Image quality is blurry and movement can be jerky / stutter

More Information:

GTX 1060

RYZEN 1600

G-Sync 1080p monitor

Hardwired into Linksys WRT32X

200 down 30 up (Paying for)

189 down 10 up 10ms (Speedtest.net)

34 down 10 up 6ms(Google/Stadia speed test)

Every game looks bad not just RDR2

Things I have tried:

Incognito mode

Chrome

Edge

Canary

Reinstalling graphics drivers

Stadia Enhanced extension for Chrome

H264 codec

VP9 Codec

Port Forwarding

Restarting router

Disabling v-sync in Nvidia Control Panel

Tried different computers

Disables "Fix scaling for apps" in Windows which did help a lot

Disabled "Hardware Acceleration" flag on chrome

Changed Chrome flag "ANGEL graphics" to D3D11on12

Made sure JavaScript is enabled in Chrome

Tried several different times at different times of the day

Screenshots:

https://stadia.google.com/capture/19e16bf7-98af-4677-b4bb-5543f17add1d

https://stadia.google.com/capture/de265c81-2ba0-467d-8c99-c10a0cf669e3

https://stadia.google.com/capture/cb55da5c-a031-438e-a95c-a92c5731d1e1

https://stadia.google.com/capture/860f4b21-a371-43a2-afb4-123140a01d7d

https://stadia.google.com/capture/751edfbf-9e08-4ccf-abae-93baaaf0b638

Videos:

https://stadia.google.com/capture/68c446d6-de73-4daa-8894-364003b6e6f9

https://stadia.google.com/capture/ca817f10-2ff2-4d83-ae3f-b3c3cf60cb78

https://stadia.google.com/capture/18c28197-32b7-4120-9d05-7791d4870fd4

https://stadia.google.com/capture/08e1d439-3d07-4cc7-a0ae-574cdfe467e1

https://stadia.google.com/capture/29cd8b13-38f2-4282-bbe8-f8dede2e2739 (glitch with controls)

https://stadia.google.com/capture/283d08a6-d6fe-49bd-9a83-f09d839624fd

Your specs look dang good to me and, honestly, the screenshots don't look that bad. Any captures with video? Otherwise, I can only think to check 3 things: (1) Your ethernet network adapter in the PC. Is it gigabit? Drivers up to date? (2) Ethernet cable. Is it CAT6 or above? Any kinks or damage to the connectors? (3) QOS settings within the router. Have you tried turning these completely off to see if there's a visible difference?

1. It is a gigabit port with up to date drivers

2. The ethernet is CAT6 and it undamaged

3. There is no difference when I change the QOS router settings.

I added some videos to the original post.

Another update:

I let my Stadia Pro membership expire since I wasn't using 4K, HDR, or surround sound. Now Stadia games look and play like garbage on the CCU and NVIDIA Shield too.

Looks like you are missing the sharpness on your PC.
If you play on PC with Stadia Pro subscription and use a plugin like Stadia Enhanced you can force VP9 on the stream.
This could help.
